A former staffer for the Niagara Falls Water Board and Buffalo Fiscal Stability Authority has been named finance director in the Town of Evans.

Michael P. Kelly will serve as the town’s head of finances, after being appointed by Supervisor Keith E. Dash. Kelly will earn an annual salary of $62,000.

The appointment was approved by the Town Board on Wednesday.

Dash has been using the Fredonia firm of Johnson, Mackowiak & Associates as the town’s financial consultant to help Evans navigate its way out of a fiscal hole, but the State Comptroller recommended the town appoint a full-time person to the job.

“Michael Kelly comes with experience,” Dash said. “I think he is a good fit. He comes highly recommended. He has impeccable references and I think he’s going to take us to the next level to being a responsible and solvent municipality.”

Kelly – who has a master’s degree in public administration from the University of Akron in Ohio – most recently served as a senior manager and budget specialist for Montgomery County Maryland, according to his resume.

Prior to that, Kelly was director of administrative services for the Niagara Falls Water Board from 2010 to 2012 and a principal analyst with the Buffalo Fiscal Stability Authority from 2007 to 2010. He worked for the Department of Housing and Urban Development in Washington D.C. from 2002 to 2007.

The Town of Evans also hired a contractor to begin work on Phase I of the Sturgeon Point Nature Trail located on more than 26 acres off Sturgeon Point Road, just east of the Sturgeon Point Marina.

Titan Development of Gasport was the low bidder and will be paid $169,750 for its work on the project.

The trail, paved with mulch, will extend 1,850 feet through the 26-acre property. The trail will branch off in two directions, with one path looping back around to a parking lot and the other leading to the marina.
